English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a recent poll of municipal councils, English councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a high proportion of councils seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a shopping centre in a local town and a social club in Rochester to raise £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to raise council taxes next spring to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of regional authorities recently also found local finances being strained by the growing number of young people and older individuals requiring special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms was recently delayed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the report.

“Although only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of difficulties confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the last year, the study revealed.
